Carbon Tax in Taiwan: Path Dependence and the High-Carbon Regime

As it has an export-oriented economy, Taiwan urgently needs to keep up with the growing trends toward carbon taxation. However, making institution of a tax reality in proven be difficult. Since 1998, explored possibility putting on many times. Specifically, three main windows opportunity emerged adopt during this period; however, all them failed. This study mainly explores why these opportunities failed, what structural factors hindered them, and how those formed path dependence locked entire society back onto existing development track. Firstly, Taiwan’s high-carbon industrial structure established rapid growth energy-intensive industries since end 1990s created economy high energy consumption pollution levels. Secondly, analysis showed that through combination government bureaucracy, industry, China National Federation Industries, brown emission generated institutional, cognitive, techno-institutional complex lock-ins, which have led its current transformation. Thirdly, under above framework, further analyzes contexts problems caused fail. Finally, by linking economy-first orientation developmental states, identifies difficulties possible breakthrough conditions for newly industrialized/industrializing countries are undergoing low-carbon transitions.
